The reason that most of the controls don't work on the free tanks is because they don't have those features. There's crew inside, the hatches open, there are more detailed controls for transmission and the crew in the tank can be controlled by you or you can give them orders and they will do what they need to do. The tanks are highly detailed inside and out. Tank Crew is an entirely different experience. They came years before Tank Crew and were a relatively simplistic effort to test the basic concept.
